In the field of technology, in order to encourage private investment in the sector, the President of the Republic shall, under Article 120(d) and Article 125(5), determine both of the Constitution of the Republic of Angola, in conjunction with Article 9(1)(a), Article 12(1) of the Presidential Decree N°108/16 of 25 May, approving the general regulation of electronic communications and Presidential Decree No 122/16 of 9 June, approving the strategic plan for the licensing regime of electronic communications operators, as follows:
- The subconcession of the Unified Global Title mobile exploration service granted to "Angola Telecom, E. P".
- The Minister of Telecommunications and Information Technology is delegated the power to sub-delegate to the Angolan Institute of Communications (INACOM) the responsibility of managing the technical and legal aspects necessary for the sub-concession of the mobile service sub-concession in favor of: company "Angorascom Telecomunicações, S.A."
- Doubts and omissions arising from the interpretation and application of this Order shall be resolved by the President of the Republic.
- This Presidential Order shall enter into force the day after its publication.
